The Government defines a social enterprise as “a business with primarily social objectives, whose surpluses are principally re-invested for that purpose in the business of the community, rather than being driven by the need to maximise profit for shareholders and owners.”

West Midlands Enterprise stipulates that a social enterprise must be ‘incorporated in some form’ and that its regular, every day, activities involve providing services and products or services in return for payment….at least 25% of the enterprises's funding is generated through trading (ie) in direct exchange for goods and services.

Caroline Webb of Dudley CVS says that a social enterprise “is a business that trades for a social and/or environmental purpose and it will have a clear sense of its ‘social mission.’ It will also know what difference it is trying to make, who it aims to help, and how it plans to do it.  It will bring in most,or all, of its income through selling goods or services rather than through grants and donations.  It will also have clear rules about what it does with its profits, reinvesting these to further the ‘social mission’ such as helping the people or community it supports.”
